This metering equipment assists the Army in gathering electrical load usage characteristics so it can develop effective energy saving strategies that boost its operational efficiency and function. DMMS is also capable of gathering fuel and water levels, weather information, and any other information deemed necessary to assist in the operational efficiency decision making. DMMS is designed to work as an integrated part of the electrical distribution system at Forward Operating Bases (FOB). The equipment task was to be rugged so it could be deployed in any environment wherever an FOB might be located.”

Humber-Garick designed, tested and commissioned a 480V switchgear lineup retrofit with fiber optic sensing Arc Flash Technology. Fiber optic loop sensors were installed on the normally closed Main-Tie-Main networked switchgear bus to mitigate arc flash hazards. The fiber sensors combined with low overcurrent settings allow the relay to trip the upstream device within 5 cycles or 83ms.
This HGCE project renovates a section of the EPSS electrical distribution system that is over 40 years old and provides two new ATS along with four new distribution panels. This new equipment replaces large wireways and multiple taps that were untraceable to the medical center’s maintenance staff. The project involves four phases of closely watched outages to minimize any downtime or inconvenience to patients or the staff.

Humber-Garick is a member of the Tactical Microgrid Standards Consortium (TMSC) led by the Corps of Engineers Engineering Research and Development Center (ERDC) Construction Engineering Research Laboratory (CERL) in Champaign, IL. The TMSC is developing DoD standards that will resolve the most significant impediments to the interoperability of tactical microgrids and their components.

Per guidance from the Office of the Assistant Secretary of Defense for Operational Energy Plans and Programs (OEPP), TMSC uses a consortium approach to incorporate relevant organizations – such as, the Department of Energy (DOE), the National Institute of Standards and Technology (NIST), Massachusetts Institute of Technology Lincoln Laboratory, Industry partner Humber-Garick, and the University of Texas-Austin – and related on-going work to develop a joint standard. Humber-Garick is focused on the Safety, Protection & Human Factors effort of the Tactical Microgrid Standards production.
New 100 Ton utility grid tied crane for the Port of Panama City. Humber-Garick designed the 12.47kV protection and control systems for the new Mobile Harbour Crane. The protection and controls include a 15kV breaker with microprocessor based relaying overcurrent and fault protection, a ground monitor personnel protection system and a kirk key mechanical interlock system.
The crane utilizes a drive system that recovers energy during lowering and braking motions. This recovered energy is filtered and sent back to the utility. During testing and commissioning, Humber-Garick recorded 200KW of power that was recovered during lowering and braking motions and sent back to the utility grid. $4.4 Million.

Renovation to the ER to add two Trauma rooms and renovate the ambulance approach so medical center could qualify as a certified Trauma, Advanced Primary Stroke and Level II Adult Cardiovascular Center. Three phase project included bringing in a modular CT building in the first phase, renovating one CT, CT equipment, and CT control room for the second phase, and renovating the second CT, CT equipment, and CT control room for the third phase. The final phase included renovating three Preparation / Holding patient areas and new lighting for the complete CT suite. This HGCE project included running a 48-hour load test on the existing generator to determine the available capacity of the amount of power the generator could reliably provide and how much capacity was available on the system for new emergency loads. HGCE used their own Fluke 435 Series II Power Quality and Energy Analyzer Meters to perform the load tests. The medical center did not have a single source of information that provided the electrical distribution information for the facility so the electrical distribution was investigated and a single line power riser for the Normal and Essential systems were produced. Also, a model of the electrical systems was made using EasyPower software and Arc Flash labels provided for all applicable panels.

A Design-Build project to upgrade the existing underground and overhead electrical distribution system. The upgrades included: converting two radial feeders into a loop system, increasing the ampacity of the loop conductors, replacement of 15kV riser poles and hardware and a new 15kV S&C Vista 6 way switch with fault interrupter settings and load studies.

Energy Conservation Investment Program (ECIP) project for Fort Buchanan that required survey and design of 106 off-grid PV lighting systems at five off-post facilities. The electrical design included off-grid PV lighting systems utilizing LED technology to conserve energy and improve lighting levels for security at the perimeter of off-site facilities. Humber-Garick performed Measurement and Verification (M&V) to establish a baseline energy consumption and verify energy consumption improvements. A Return on Investment (ROI) calculation was also performed showing a payback period of 2.53 years.
Electrical Substation renovations and improvements at Bldg 106. Schweitzer Engineering Laboratory (SEL) microprocessor relays replaced old antiquated relays. This provides arc detection inputs, fiber sensor, fast tripping outputs, and metering capabilities to the electrical substation.

A community facility which includes a pool, water features, stage and pavilion for concerts. The lighting includes LED landscape lighting and stage lighting. Lighting controls will provide dimming and theatrical scenes. The Center will be highlighted by the Rosemary Beach Tower.
Projects to replace existing Diagnostic Imaging equipment over the past five years. The work for each project indicated includes electrical power distribution, lighting, lighting controls, nurse call, code blue, fire alarm, and intercom systems. Humber-Garick diligently works closely with Florida’s Agency for Health Care Association (AHCA) to provide quick approval from the state.
1. Magnetic Resonance Imaging (MRI). Removed existing MRI equipment, renovated MRI equipment room and the control room for the addition of a new GE Optima MR450w 1.5T magnet.
2. Nuclear Medicine. Removed existing Nuclear Medicine equipment and renovated the equipment and control room to new NM-630.
3. Interventional Radiology / Special Procedures. Renovated an existing equipment room to accommodate new diagnostic imaging services capable of generating 3D reconstructive visualizations using a new Innova 4100.
Energy Conservation Investment Program (ECIP) project for 9 buildings at Fort Jackson that required replacing High Intensity Discharge (HID) Metal Halide (MH) light fixtures with T-5HO linear highbay fluorescent fixtures and replacing interior MH flood light fixtures with LED flood light fixtures. Humber-Garick performed Measurement and Verification (M&V) to establish a baseline energy consumption and verify energy consumption improvements. The lighting power density at the 9 buildings after upgrades varied per building from 35% - 50% energy savings. Humber-Garick produced a Code Analysis, Commisioning Plan (Cx) and Design Documents which were approved by the Corps of Engineers through the RMS system. This contract was managed by the Corps of Engineers - Huntsville Division for Fort Jackson, South Carolina.
Humber-Garick Consulting Engineers (HGCE) performed the electrical design for a anticipated LEED Silver accredited 28,000 sq. ft. Armory renovation located in Quincy, Florida for the Florida National Guard. HGCE served the dual roles of electrical Professional Engineer as well as LEED (BD+C) accredited professional. The electrical design included power distribution systems, lighting, life safety, fire alarm, mechanical equipment power, intercom signaling system, advanced metering, and LEED consultation. Power design included a 12,000 kWH annual photovoltaic (solar panel) system and advanced metering to monitor mechanical power, lighting power consumption, renewable energy production and overall energy usage. The Life Cycle Cost Calculations were performed through the use of LEED credit templates, calculations show an estimated 2% percent building energy production from the solar panels. The project is estimated to receive LEED Silver status from approved Credit templates through the USGBC when the project finishes construction.

Project included the renovation of the second floor to include the addition for a Level II Neonatal Intensive Care (NICU) nursery which is the only one in the tri-county area. The work also included the relocation of the existing new-born nursery. In addition, the project included renovations to the obstetrical and women’s medical/surgical patient rooms and support areas. The total work effort provides a Level I unit or “well baby” unit and a Level II NICU so the medical center can provide short-term support to stabilize non-critically ill newborn infants as a supplement to their normal infant care.
Electrical design for Communications/Infrastructure (I3MP) Upgrade. Provided electrical distribution design and grounding requirements for upgrade of building communications racks at 190 buildings. Design included complying to the latest Installation Information
Infrastructure Architecture (I3A) Standards for telecommunications design. Humber-Garick's role was to perform a site survey and provide the required power and grounding for new and upgraded telecommunications racks. Power design included power distribution, UPS, and generator backup for the data systems infrastructure. Buildings included End User Buildings (EUB), Area Distribution Nodes (ADN), and Main Communications Node (MCN) . Design included coordinating with local DPW and NETCOM personnel to determine building list accuracy and relevancy; determining actual building locations; coordinating a survey schedule that meets the local DPW and NETCOM and each building manager schedules; surveying the existing telecommunications systems; and designing the power requirements for the telecommunications upgrades.
Design-Build project to replace the existing overhead 12.47kV electrical distribution with a new 12.47kV underground distribution system for the entire military depot. The project entails 15 Phases of overhead to underground distribution conversion and a Dual 138kV line substation upgrade. The new substation includes (2) 138kV HV breakers, (2) 15/20/25 MVA power transformers and a Main-Tie-Main normally-closed tie Power Control Room (PCR) for protection and distribution. All work was performed with minimal outages. Total Construction: $42 Million.
$24 Million, Six story, 76,000 sq ft, 127 room hotel. Provided electrical design services including power riser diagram, distribution system, interior and exterior lighting, lighting controls, and fire alarm. Building also included meeting space for up to 1,000 attendees.
Design-Build project replaced complete electrical UPS and generator system for base network communications center. New system includes two primary utility services plus generator with two n+1 UPS backup systems and redistribution of electrical loads by adding an A and B distribution layout. The focus was to provide a power supply with redundant backup so the data center would always be powered to provide energy security. The main service includes an input from two different distribution laterals and the emergency generator through a custom built 3 position automatic transfer switch. The two UPS's each have a redundant backup and the HVAC system is duplicated so the UPS will always have cooling for proper operation.
Electrical design for a LEED Gold accredited 130,000 sq. ft. elementary school located in Pensacola, Florida for the Escambia County School District. The electrical design included power distribution systems, lighting, life safety, fire alarm, mechanical equipment power, kitchen equipment power, intercom signaling system, advanced metering, and LEED consultation. Power design included a 28,000 kWH annual photovoltaic (solar panel) system and advanced metering to monitor mechanical power, lighting power consumption, renewable energy production and overall energy usage. Through the use of LEED credit templates, calculations showed a 2.69% percent building energy production from the solar panels. Classroom lighting design included energy efficient daylight harvesting and motion sensor control. Lighting watts per square foot calculations proved a 35% improvement over baseline ASHRAE 90.1. Assuming lights are on 8 hours per day this equates to a direct savings to the end user of $6,800 per year. The project was awarded LEED Gold status from approved Credit templates through the USGBC. Total construction cost is $16.4 million.
Advanced metering project for USAG Stuttgart that required the survey and design for 175 buildings. The project scope was divided into five sites that included Kelley Barracks, Panzer Kaserne, Patch Barracks, Robinson Barracks, and Stuttgart Army Airfield. This contract was managed by the Corps of Engineers - Huntsville Division for USAG Stuttgart. The project manager for the COE is Porscha Porter - (256) 895-1663. The contract was through an IDIQ to Williams Electric Company and their project manager is David Mooney - (256) 931-2947. Humber-Garick's role was to develop the design and produce engineered drawings for Williams Electric Company. Project management encompassed five sites spread out over the Stuttgart, Germany area. Existing conditions were determined by coordinating with local maintenance and sub-contractors who speak German. Electrical systems were designed to be 400 Volt 3 Phase 50Hz as required by the local electrical utility distribution. Design included coordinating with local DPW Energy Manager to determine building list accuracy and relevancy; determining actual building locations; coordinating a survey schedule that meets the local DPW and each building manager schedules; surveying the existing electric utilities; designing the electric meter and its communications system to report its data to a central location for the Army Garrison. Humber-Garick produced Technical Data Package Survey Report and Design Drawing submittals that were approved by the Corps of Engineers through the RMS system.
Advanced Metering Project. Site survey and design for electrical metering reporting to central server for 406 buildings in Tokyo, Kure, and Okinawa regions. Systems include electric power metering, Modbus RTU, Lonworks, and ethernet communications using copper and fiber optic networks.
Advanced metering project for USAG Hawaii that required the survey and design for 418 buildings in Oahu, Hawaii. The project scope was divided into 8 sites including East Range, Fort Derussy, Fort Shafter, HMR, AMR, Schofield Barracks, Tripler Army Medical Center, and Wheeler Army Airfield.
141 ft. tall monument Bell Tower. Site includes water fountains, performance amphitheater, “Wall of Honor” monuments, and Landscape Lighting. Seating capacity of 100 under the tower and 250 person capacity at the amphitheater. Green design concepts were used throughout the tower design to minimize the energy usage and maintenance effort required during the life of the tower.
The project scope consists of a new construction of a 45,700 square foot Performing Arts Center. The center features a 650+ seat theatre with state-of-the-art rigging, lighting, audio-visual and operable orchestra pit lift. Building has 2 story monumental display entry. Other spaces include an art gallery, experimental theatre, dance studio, and support spaces including dressing rooms, chorus rooms, and wardrobe spaces. This project also included scene wood working shop and painting area for both free standing and suspended scenery backdrops. Construction Value was $15M
